One player commands the forces of Athens, Thebes, and their allies (the Hellenes), while the other controls the Makedonian army and its allies (the Makedonians).The uneasy and uncertain partnership between Athens and Thebes is based upon the tenuous agreement that Athens will be dominant at sea and Thebes will be dominant on land.
